The course forum is being held in April at the Springhill Golf Course in East Jerusalem, where the Palestinian leadership is preparing for the start of its third intifada.
The forum is expected to be the largest in the Middle East, with up to 100,000 people expected to attend.
The West Bank, the Gaza Strip and East Jerusalem are all expected to host the forum.

The Forum was set up in January in the wake of the 2014 Israeli military raid on the Al-Aqsa Mosque compound in Jerusalem.
After the death of Yasser Arafat, the PA leadership decided to set up a forum for peace and reconciliation and was the first to organize an event in the occupied West Bank.
The Palestinians are also planning a forum in Dura Europos, a Jewish settlement in the northern West Bank that is located on land that is under the jurisdiction of the Israeli military.
